It is with a great pride that I am presenting to you a three-year Strategic Plan of the Ministry of Information and Communication Technology (MICT) which covers the period from 2014/15 to 2016/17. Since its inception, the Ministry has accomplished a number of high level tasks to propel Namibia in becoming an ICT regional development hub. The enactment of the Communications Act, No. 9 of 2009 ushered in a service neutral licensing regime that provides a levelled playing field for all ICT industry players to participate into fully-fledged telecommunications operations. On the other hand Namibia has successfully implemented the West Africa Cable System (WACS) Project which is destined to bring faster internet connectivity and reduce the costs of telecommunication services.


The Ministry is therefore, constantly reviewing, developing and implementing relevant policy and regulatory frameworks to create an enabling environment for the ICT sector to flourish. One of such policies is the Universal Access and Service that will support telecommunications operators to roll-out infrastructures and services to very remote areas of Namibia that are not commercially viable.   


Vision 2030 outlines Namibia’s long term development path and describes the general framework within which the NDPs fit, and is aimed at achieving and sustaining key developmental goals which form part of national priorities.  These include among others: good governance systems and practices; partnership and cooperation for development; continuous capacity enhancement; building comparative and competitive advantage; sustainable development that is shared and people-centred economic growth.
